Thank you for your email.

As outlined in the 'Advice and Assistance' section of our response letter,
the categories of information requested in points 1 - 5 was not a
contributing factor to our refusal of your request under Section 12 of the
FoIA. We are more than happy to conduct searches for all 5 categories of
information.

The issue is that searching for any number of categories of information is
a manual process. A manual search of all documents containing the key
words specified in your request would still be required in order to
locate, retrieve and extract relevant information from our records, and as
explained in our response, the search term 'autism' produced the highest
volume of positive results. Unfortunately, due to the volume of
information captured by this search term, we estimate that your proposed
refinement would still greatly exceed the appropriate limit for
compliance.

Removing this search term entirely and / or substantially reducing the
scope of your request to a shorter period may enable us to comply within
the appropriate limit, subject to further estimations.

We hope this is of further assistance should you wish to submit a more
refined request, but please do not hesitate to contact us should you have
any additional queries or if you require any clarification.

scope of your original request.

Before we are able to proceed with your revised request, in accordance
with Section 1 (3) of the Freedom of Information Act 2000 (FoIA), we
reasonably require further information from you in order to identify and
locate the information that you require.

We would be grateful if you could clarify how we should interpret "the
last reporting year". Is this:

a) The last financial year (i.e. 1 April 2022 - 31 March 2023), or
b) The last full calendar year (i.e. 1 January 2022 - 31 December 2022),
or
c) The last 12 months to date  (i.e. 28 June 2022 - 28 June 2023).

We will not be able to take this matter further without this extra
information from you. If we do not receive appropriate clarification by 28
August 2023; we will deem this request to be closed.

Thank you for responding to our email so promptly and for confirming the
date range associated with your revised request.

The date range associated with your original request was 'from the date of
publication of the current Strategic Plan to the present', which at the
time gave a period between 29 March 2022 - 28 April 2023. The date range
of your revised request is 1 April 2022 - 31 March 2023, which regrettably
is still too great in scope to enable us to comply with your request
within the appropriate cost limit.

We appreciate that you have, with our assistance, attempted to refine your
request to a more manageable limit on several occasions, unfortunately
without success. With this in mind, we would like to offer what we believe
could be provided within the appropriate limit, and for you to confirm
whether this would be acceptable to you.

We therefore recommend refining your request to the following:

'Copies of any:

1. strategic plan papers

2. legal reports

3. agendas

4. minutes

5. briefings

containing the key words: "neurodiversity", "ADHD" and "invisible
disabilities" for the financial year 2022-23.'

Alternatively, you may wish to maintain the parameters of your original
request but refine the associated date range to a much shorter period,
which may enable us to comply within the appropriate limit subject to
further estimations. We'd recommend considering a period not exceeding 3
months.
