Southend FOI Requests, Southend-on-Sea City Council

Dear K Turner,

Re: Freedom of Information Request – FOI 12756

I am writing regarding your request for information, which was received on
8^th March 2023.

In that request you asked us for information below:

1. I would like to see copies of all Early Help Service policies regarding
how you can help parents.

2. If the entry level Early Help service cannot support a family, what is
the next level in the Early Help organisation structure that a family can
be escalated to?

3. What is the Early Help service escalation policy when local authority
services refuse to engage or offer support the early help team request of
them for the families?

I can confirm that the search for the information you requested has been
completed and I can advise you of the following:

 1. Early Help refers to range of different services that may offer
support to children and families when needs cannot be met by a
Universal Provision. Many of these services are not part of the Local
Authority. Details of most early help provision can be found on the
Livewell site including recently updated information regarding Early
Help Family Support services (recently renamed the Supporting Families
Team). This can be found at the below link;
[1]https://eur02.safelinks.protection.outlo...
 2. Early help refers to a system of support and not a specific team. If a
child or family is not accessing the support they think they need,
then further requests for support can be made by requesting a
professional working with a family to complete an Early Help family
Support Assessment or by contacting the Supporting Families duty team
on 01702 215783.
 3. All early help providers have their own processes in terms of
escalation. All services will have their own criteria for acceptance
of referrals and their own complaints procedures which can be followed
if referrals for support are declined.

If you wish to discuss any of the above, please contact me. Please
remember to quote the above reference number above in any future
communications.

If you are unhappy with the service you have received and would like a
formal review of our response, you can write to the Information Rights
Support Service via email at [2][email address].

If you are not content with the outcome of your review, you can make a
complaint under the Council’s complaints process by writing to the
Corporate Complaints Team via email at
[3][email address] or via post to Civic Centre,
Victoria Avenue, Southend-on-Sea, Essex, SS2 6ER.

You can also apply directly to the Information Commissioner (ICO) for a
decision although generally the ICO cannot make a decision unless you have
exhausted the Council’s complaints procedure. The Information Commissioner
can be contacted at: The Information Commissioner’s Office, Wycliffe
House, Water Lane, Wilmslow, Cheshire, SK9 5AF.

Yours sincerely,
