Policy Change for Scottish Residents regarding access withdrawal

Dear British Broadcasting Corporation,

Further to many people suggesting that Tv Licencing no longer recognise a withdrawal of the implied right of access in scotland i would like the following information.

1) From what date did policy change were tv licencing no longer recognise woira in Scotland.

2) What changed legally were such a request cannot be fulfilled.

3) Minutes from any meetings where this change was discussed.

4) Emails and internal memos highlighting the change in policy.

Tv licencing always honoured w.o.i.r.a in Scotland so a response contrary to this will be immediately submitted for appeal including evidence of accepted woira in Scotland.

Please also be aware that tresspassing DOES in fact exist in Scotland.
