Dear Lancashire Constabulary,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Lancashire Constabulary's handling of my FOI request 'Policies by Andrew Rhodes to avoid complaints against officers outside legal framework'.

The policy is stated as being ratified by the OPCC and Rhodes

The head of PSTD has stated it is policy to close cases against officers and to remove the right of appeal under the policy

The crime panel minutes list Rhodes and Grunshaw setting up this policy and both officers have said the officer who refused the request and right of apeal under that policy,a breach of UK law,was justified as the policy states complaints can be removed and rights of apeal removed.

If their is no policy please provide the PSD policy that states they are exempt from recording if they are listed under service recovery

The officers emails states you have no right of apeal and Winstanley stated she was operating under truage guidance that allows the removal of certain human rights and is separate from the complaint regulations because the Chief has implemented this policy with the Grunshaw to stop complaint numbers risings
