Dear Ms Clearly,

FREEDOM OF INFORMATION ACT 2000 - INFORMATION REQUEST

Thank you for your request for information, which I acknowledge was
received by the County Council on 28/05/2012.

Your request is currently being considered. If the County Council is able
to provide you with the information you have requested, then under the
Freedom of Information Act you are entitled to receive it within 20
working days.

For your information, the FOI Act defines a number of exemptions which may
prevent release of some or all of the information you have requested.  The
County Council will assess your information request in light of the
exemptions.  If exemptions do apply, then the County Council may decide
not to release all, or part, of the information you have requested.  I
shall inform you if this is the case, and advise you of your rights of
appeal.

If the information you request contains reference to a third party then
they may be consulted prior to a decision being taken by the County
Council as to whether to release the information to you.  You will be kept
informed if this is the case.

Any information provided to you would ordinarily be provided to you as an
e-mail, in normal font size.  If you require an alternative format, e.g.
by paper copy, in a different language, or in audio, large print, etc.
then please let me know.

The County Council will not ordinarily charge a fee to provide you with
the information you have requested, provided the cost of dealing with your
request is less than £450. If it appears likely that it would cost more
than this to comply with your request then I will write to you informing
you of this.  We will then work with you to try and bring your request
under this limit and where possible provide you with some of the
information you have requested.

If you have any queries or should you wish to make a complaint about the
manner in which your request is being dealt with then please do not
hesitate to contact me at the above address in the first instance. Any
complaints will be dealt with under the County Council’s internal review
procedure.

Further information about your rights under the Freedom of Information
Act, is available from the Information Commissioner’s Office (0303 123

Dear Ms Clearly,

FREEDOM OF INFORMATION ACT 2000 - INFORMATION REQUEST

Your request for information has now been considered, and the information
you have requested is enclosed/attached.

Under the Freedom of information act please can you send to me electronic
copies of:

 A) The policies and procedures which relate to social services removing
children from the care of their parents.

Please see attached "Looked After Children's Policy Statement".

 B) The criteria which has to be fulfilled to make a child eligible for
being adopted out of a parents care.

Children can only be adopted from their parents care if the parents agree
(relinquish) or if the Court determines that this is the most appropriate
plan for the child.
We have attached the procedures that we think will be most helpful. Please
see attached "Adoption Planning for Children".

  C) What psychological assessments are used on the parents? (or
other assessments) and a copy of a blank version.

Parents may be offered a range of assessments in accordance with the needs
of the child and the presenting issues . Unfortunately we do not have any
blank copies of assessments and therefore we have attached  a summary of
the considerations given by social workers as to whether a psychological
assessment is appropriate.  Please see attached "Psychological Reports -
Their Uses and Limitations".

You have the right to request that the County Council carry out an
internal review if you are not satisfied with the way your request was
dealt with or wish to appeal the decision.  A request for an internal
review should be made in writing and addressed to me at the address
above.  All requests for an internal review will be dealt with under the
County Council’s internal review procedure.

If you are not satisfied with the outcome of the internal review you may
appeal to the Information Commissioner’s Office, at the following address:
