Dear Enquirer,

FREEDOM OF INFORMATION ACT REQUEST

I refer to your Freedom of Information request in relation to policies
and procedures.

Right of Access

Section 1(1) of the Act provides any person making a request for
information to a public authority is entitled.

(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request (which Section
1(6) of the Act designates as the "duty to confirm or deny"), and

(b) if that is the case, to have that information communicated to him.

The right is to obtain access to the information itself and not to the
document or record which contains it.

The Act creates a general right of access to information held by public
authorities subject to various exemptions.

Northumberland County Council confirms that it holds the information you
have requested, please see the attached and following information in
response.

Q.1 Your current policy on children that are electively home educated, and
your current procedures including any template letters used in relation to
how you make initial contact with a new home education family, and how you
make the decision in relation to if a child's home education received is
suitable or not.

EHE Guidance procedures attached

EHE Initial contact template attached (EHE Commencement letter)

Q.2 Your current policy on EOTAS and current procedure for families to
access EOTAS were appropriate for their child.

We do not have an EOTAS admissions policy as we are not a school but an
NCC service to schools.

We do not take referrals from families - just from schools.

I have attached the 10 things to know about EOTAS and the current
procedure for referrals along with the statutory guidance for children
with health needs that we follow and adhere to.

Q.3 Your current policy and procedure on personal budgets concerning
education provision detailed in EHCPs.

Currently, there is no dedicated policy to the approach taken where a
personal budget is requested. A personal transport budget policy has been
drafted following completion of a project by a task and finish working
group. A policy, with associated guidance, is the subject of a newly
formed task and finish group and will be co-produced with parents and
carers.

Q.4 Your current policy and procedures in relation to children missing
education

CME Guidance attached
