Attached is the EHE policy and the template letter used to send to new EHE
families when made aware. In terms of making a decision on whether or not
EHE is suitable, an inclusion officer for EHE will visit and aim to make
an informal assessment.

The measure of suitability comes from whether or not the parent is deemed
to be providing an education that meets the age, aptitude and ability of
the young person as per section 7 of the Education Act 1996. If it is,
then the LA will adopt a supportive role going forward.

Dear Sir or Madam

Thank you for your information request, reference number NELC 26855/2223.
I wish to confirm that North East Lincolnshire Council holds the following
information.

Current policy on EOTAS and current procedure for families to access EOTAS
were appropriate for their child.

North East Lincolnshire Council do not have an EOTAS policy. Our process
for parents requesting an EOTAS package are in line with the EHCP review
process. At the EHCP review meeting parents can request a change to
Section I of the EHCP, should they be requesting an EOTAS package the
coordinator would work with the parents to identify exactly what is being
requested and this would then be presented to the SEND Case Panel for the
LA to make a decision regarding the suitability of this.

If you believe that your request for information has not been handled in
accordance with the Freedom of Information Act, you have the right to
request an internal review by the Council. Please be clear about which
elements of the Council’s response or handling of the request you are
unhappy with, and would like the Council to address during the internal
review process. If following this you are still dissatisfied you may
contact the Office of the Information Commissioner. If you wish to request
an internal review, please contact me and I will make the necessary
arrangements.
