Thank you for your email dated 3 December 2019. I’ve considered your
request under the Freedom of Information Act 2000 (FOIA). I’m sorry for
the significant delay in providing this response and any inconvenience
caused.

Question 1 – 4

Questions 1-4 of your request all relate to Information Governance at the
GMC and therefore have been aggregated and considered as one information
request.

One part of this request is:

‘a copy of any instructions given to staff members to reduce data security
breaches, for example double checking work which was written in the last 5
years’

The broadness of this question could include a wide range of written
communication, including informal emails. To identify ‘any’ written
communication, we would need to seek information from all members of
staff.

To estimate the cost handling a request we can take into account
determining, locating, retrieving and extracting the information
requested.

There are over 1000 employees at the GMC, and if it took each individual
30 minutes to conduct a search of their emails and locate relevant
correspondence, it would take around 500 hours in total. Based on an
hourly rate of £25 per hour (which is set by the Freedom of Information
(Fees and Appropriate Limit) Regulations 2004) this would cost us
significantly in excess of the ‘appropriate limit’ to process. 

Therefore, I can’t provide the information you requested because of the
amount of data you’ve asked for and the work that would be involved. Under
the FOIA there’s an exemption for requests where it would cost the public
authority more than £450 to process - equivalent to two and half days’
work.

The exemption

Under the FOIA, the specific exemption which we believe applies is at
section 12. This states that we are not required to comply with a request
if we estimate that the cost of doing so would exceed the appropriate
limit.

Advice and assistance

Although we have aggregated your requests, this is the only section that
reaches the threshold of the cost exemption. If you were to resubmit a
request for question 1-3, we would be able to happily comply.

Question 5

Question 5 has been considered separately. In order to help reduce the
GMC’s environmental impact we have an Environmental Management policy. In
addition we also have the following documents:

 

o Environmental Management Working Group (EMWG) work plan and objectives
o Environmental activity and impact register
o EMWG Terms of Reference
o Green Group Terms of Reference
