Dear Avon and Somerset Constabulary,

The Police Reform and Social Responsibility Act 2011 saw the abolition of Police Authorities and the election of Police and Crime Commissioners. The function of Police Pensions administration moved from the Police Authority to the Chief Constable.

In the Avon and Somerset Police and Crime Commissioner & Chief Constable, Avon and Somerset Constabulary, Governance Framework and in particular in the contained document, Scheme of Delegations and Consents, Financial Regulations and Contract Standing Orders, taking effect from 1st April 2014, at paragraph 2.5 on page 38 of the document it states:

“A Chief Officer may delegate a function, whether delegated to the Chief Officer or otherwise to other officers provided that the terms of the delegation are clearly documented.”

1. Please allow me to be informed if the administration of Police Pensions has been delegated from the Chief Constable to any other officer or person.

2. Please allow me to be informed if the administration of Police Injury Pensions granted under the Police (Injury Benefit) Regulations 2006 has been delegated to any other officer or person.

3. Please allow me to view the terms of the delegation (as at 1 above) which should be clearly documented.

4. Please allow me to view the terms of the delegation (as at 2 above) which should be clearly documented

Please find attached Section 8 of the Avon and Somerset Scheme of
Governance. This section details the terms of the delegation. The
administration of the Police Pension Scheme is carried out on behalf of
the Chief Constable.  The Head of HR Business Support in turn has general
delegated authority for the Director of Human Resources.
