Police Misconduct Hearings Followup

Please excuse the long preamble to put this request in perspective, the actual request to be dealt with will be identified at the end. Although the request may simply appear in your Inbox as an email all replies appear on the whatdotheyknow website as an information thread, a public forum where information is shared.
Thank you for your helpful response to my previous request regarding misconduct hearings, issued on November 5th, which unfortunately confirms my fears that the OPCC has never acted in an investigatory manner, which is contrary to the public`s perception and goes some way to explain the reality of the current state of policing and the deteriorating crime situation.
You confirmed that it is correct that whilst it is the role of the Police and Crime Commissioner is to ensure the effective policing of the West Midlands the Chief Constable is responsible for operational matters relating to policing activity, but this appears to be an ineffectual arrangement as the PCC is supposed to ensure effective policing without being aware of the operational matters which might be indicative of failings.
You also confirmed that, quote " it is also correct that the Police and Crime Commissioner is not informed of all police misconduct matters, further as regards such cases these are heard by a legally qualified chairperson who is independent of the West Midlands Police Force and also the Office of the Police and Crime Commissioner, therefore neither of the two Organisations has any control over the outcome of the misconduct hearings".
I confirm that Carl Bird of the Police`s FOI department has an intimidating unprofessional negative approach to dealing with genuine questions and has threatened to refuse any future requests from on the grounds of vexatiousness and accused me of `a mis-use of the force e-mail system`when I have simply put examples on record of other police forces who operate more transparently and less defensively, to prove I am not fabricating my observations. I do not like threats being made from so called professionals embarrassed that their untruths are being queried. I will detail untruths upon request.

As a possible co-incidence, I note that your office has posted a tweet dated 2.13am Thursday 7 November advertising a vacancy for a new post, namely a Police Complaints review Manager to be shared with West Mercia and Warwickshire Police, at a salary of £40,719 - £44,787 pa pro rata for 29 hours per week, with a closing date of Monday 11th November, which seems very short notice.
FOI Q1.For the new post of Police Complaints Review Manager please confirm the number of applicants who managed to submit their applications by Monday 11th November and, as the role covers 3 police areas, please confirm the geographical origin of the applicants and the gender of the applicants.
FOI Q2.Please disclose the communications between the OPCC WM and the OPCC Warwickshire and OPCC West Mercia to see how the arrangements were discussed.
FOI Q3.Regarding drink driving police officer ( PC Cope 5058 ) misconduct report `FINDING, Proven - Gross Misconduct : OUTCOME,Proven - Gross Misconduct`you advise that the outcome is the responsibility of the Chair and, as the police refuse to respond to me, please confirm who was the Chair of the hearing and their outcome decision.

This annotation is posted in advance of the deadline for applications for the new position, I await to see, given the short time allowed for applicants, if the post is given to one of Mr Jamieson`s Labour colleagues, which would obviously not be right, or to an independent person.However, I don`t believe there is even any need for a new person to be employed , considering the infrequent number of misconduct hearings, and the existing staff should easily be able to manage if they were better organised.Never mind, it`s only taxpayer`s money.

Could you please assist me with some clarity I require in relation to Question 2 of your request so that I can determine precisely what information you are requesting?

Firstly, I would like to advise you that the Complaints Review Manager post was advertised between the dates of 22 October 2019 and 11 November 2019. The tweet you refer to from 7 November 2019 was a reoccurrence of an earlier tweet used to advertise the role.

In relation to your Question 2, you are requesting communications between the OPCC's in the wider West Midlands relating to the arrangements of the role. Can you please clarify what arrangement you are referring to? For example, does this relate to the arrangements of the salary, the working hours, the advertisement dates or a mixture of the above.

Thank you for clarifying that the advertising of the post of Complaints Review Manager originated earlier than I noticed, although I review the PCC website frequently and never noticed it previously, and the basis of my request is to note the range and gender of candidates attracted to understand the effectiveness of the advertisement process. I presume that this is a new post, which you can confirm, and I am confused as to whether the PCCs previously considered it unimportant to have a police complaints review procedure as part of their responsibilities or whether there is a system currently in place which is now being made more efficient by the joint sharing of facilities.It seems that that the OPCC West Midlands originated and co-ordinated the agreement with the PCC Warwickshire and the PCC West Mercia and I would like to see the communication thread between the various PCCs to see how the agreement regarding the shared post idea was initially suggested and finally agreed, which will no doubt reveal the proportionality of the financial responsibilities between the three police areas and the negotiations involved.

I hope this clarification is satisfactory.
