Dear Scottish Public Services Ombudsman,

I am Ms C in the case of Ms C V SCRA as found in my favour during Feb of 2014 by this ombudsman, decision no. 201302903

My self and other advisors have conducted an examination into the police investigation and review commissioner "PIRC" and found the following:

1- The commission contains former police officers despite being a statutory body and retaining there own solicitors.

2 - Senior staff discussed on at least one case and trafficed information of a potential complainant with police before that complainant has raised an action against the police but had not shared information given to it by police to potential complaints.

3 - Senior staff of PIRC engage potential complainants in a "Interrogative" "Adviserial" manner and show signs of inducement.

4 - That Senior staff members at PIRC actively question those with learning difficulties with an aim of obtaining the name of there solicitor, possibly to provide legal advantage to the police or crown.

5 - That senior staff do not have sufficient training per regards HM Equality Act of 2010,its amendments or HM Human Rights Act of 2013

6 - That Senior staff are not versed in the Stephen Lawrence Protocol as set out by Lord MAcPherson and supported by Lady Lawrence of Clarendon.

7 - That there have been a number of racism allegations raised against PIRC by ethnic members of the public.

8 - That there have been disability discrimination allegations raised against PIRC by the public.

9 - That there have been corruption allegations raised against PIRC by the public.

Therefore, under HM Freedom of Information (Scotland) Act 2002 I hear by request the following information:

A) A full count of all complaints raised by the public against the Police Investigation and Review Commissioner brought to the Scottish Public Services Ombudsman.

B) The nature of each complaint at A.

C) A count of the complaints at A to be furthure broken down by complaints corresponding to hate incidents, hate crimes, breaches of the human rights act 1998, the equality act 2010, the data protection act 1998 and the police public order and criminal justice (scotland) act 2006 respectively.

2 - Senior staff discussed with police a potential complaint against the police to be possibly reffered to them on at least one occassion and trafficed information of that potential complainant to police before that complainant raised an action against the police. PIRC did not share information given to it by police to the potential complainant in the same case.

3 - Senior staff of PIRC engage potential complainants in an
"Interrogative" "Adviserial" manner and show signs of inducement.

4 - That Senior staff members at PIRC actively question those with learning difficulties with an aim of obtaining the name of there solicitor, possibly to provide legal advantage to the police or the crown.

5 - That senior staff do not have sufficient training per regards
HM Equality Act of 2010, its 2013 amendments or HM Human Rights Act of 1998.

The Jewish population of the EU has now officially been marked as at high risk of cultural cleansing and racial murder, which are crimes against humanity.
This contient is now under UN resolution that includes Scotland.
