Police Injury Pensions Policy
Dear Essex Police,
I am seeking certain information related to police injury pensions.
1. Do you have a written policy governing the management and review of police injury pensions? If you do, please provide me with a copy.
2. Since August 2004, to date, how many injury pensions have been reduced when reviewed?
3. Since August 2004, to date, how many injury pensions have been increased when reviewed?
4. Since August 2004, to date, how many injury pensions have been reduced to the lowest band when the former officer in receipt of the pension reached (or had already reached) the age of 65?
5. If your force has any document recording any analysis and/or consideration of the guidance contained in Annex C to Home Office circular 46/2004 please supply me with a copy.
6. If your force has any document recording any calculation and/or projection of the potential budgetary savings and/or financial impact that might result from adoption of the guidance contained in Annex C to Home Office circular 46/2004 please supply me with a copy.

In this request, the term ‘document’ should be taken to mean any record whether in printed or digital form, including reports, minutes or transcripts of meetings, notes, memoranda, letters, and email, etc.

I am seeking certain information related to police injury pensions.
1. Do you have a written policy governing the management and review of police injury pensions? If you do, please provide me with a copy.
Essex Police does not have a separate policy on the management and review of injury awards because the Police Pension Regulations and accompanying Home Office Guidance provide the legal framework which we follow.
2. Since August 2004, to date, how many injury pensions have been reduced when reviewed?
3. Since August 2004, to date, how many injury pensions have been increased when reviewed?
Aug 2004 - March 2005 1 reduced, 3 increased, 35 no change
2005-2006 - 4 reduced, 8 increased, 47 no change.
2006-2007 - 4 reduced, 2 increased, 47 no change.
2007-2008 - 5 reduced, 0 increased, 48 no change.
2008-2009 - 8 reduced, 2 increased, 33 no change.
2009-until 1st September 2009 - 2 reduced, 0 increased, 13 unchanged.
4. Since August 2004, to date, how many injury pensions have been reduced to the lowest band when the former officer in receipt of the pension reached (or had already reached) the age of 65?
None.
5. If your force has any document recording any analysis and/or consideration of the guidance contained in Annex C to Home Office circular 46/2004 please supply me with a copy.
In accordance with section 17 of the Freedom of Information Act 2000 (FOIA), this response serves as a formal notification of refusal of your request on the basis that Essex Police does not hold the information you seek access to.
Essex Police Authority considered the issue and decided not to automatically reduce injury awards at age 65. They decided that the current system of review should remain and the injury award decided at the last review prior to the pensioner attaining age 65 to remain for life.
6. If your force has any document recording any calculation and/or projection of the potential budgetary savings and/or financial impact that might result from adoption of the guidance contained in Annex C to Home Office circular 46/2004 please supply me with a copy.
Prior to the issue being considered by the Police Authority some analysis work was conducted using a random selection of (then) current injury awards but this was subsequently deleted.
In accordance with section 17 of the Freedom of Information Act 2000 (FOIA), this response serves as a formal notification of refusal of your request on the basis that Essex Police does not hold the information you seek access to.
