Police informants

Dear Humberside Police,

This is a request for information under the Freedom of Information Act. I would like to request the following information:

(1) For the calendar years 2016, 2017, 2018, 2019, 2020 and available data for 2021, please state how much the police force has spent on informants. Please provide a breakdown by year.

(2) For the calendar years 2016, 2017, 2018, 2019, 2020 and available data for 2021, please state how much the police force has spent on informants in relation to Black Lives Matter. Please provide a breakdown by year.

(3) For the calendar years 2016, 2017, 2018, 2019, 2020 and available data for 2021, please state how much the police force has spent on informants in relation to environmental groups and environmental protests. Please provide a breakdown by year.

I would like to receive this information in an Excel format. If you feel that a substantive response to this request is not possible within a reasonable time frame, I would be grateful if you could contact me and provide assistance as to how I can refine the request. Thank-you for your response. I would like to request an internal review.

In regards to question one, I do not think disclosing the overall amounts is likely to cause harm. Over the years, many police forces have disclosed such information, for example: https://www.mirror.co.uk/news/uk-news/po...

In regards to questions two and three, I think it is absolutely in the public interest to confirm or deny that such information is held for the following reasons:

- It would bring transparency to how the police operate in terms of the Black Lives Matter movement and environmental groups.
- It can be argued that the use of police informants undermines the rights to free expression and protest, therefore to confirm or deny that such information is held will add to the public debate over how police interact with protesters.
- It is well known that police forces have tried to recruit police informants connected to protesting, and there have been references to payment in various articles. Confirming or denying such information exists is hardly revelatory. Please see the following articles:

- Questions two and three concern raw numbers on costs. It is in the public interest to examine how taxpayers’ money is spent by police forces.
