I would like to suggest the material is posted on the panel's webpages and that in future when the Police and Crime Commissioner provides material requested by the panel it is routinely proactively published by the panel unless (perhaps with reactions if required where FOI exemptions would apply)

Review of Complaints

Information to be provided to the Panel on whether there was a history of
no complaints against the Police and Crime Commissioner.

The information was provided on 10/3/14 and forwarded to the Panel on

Please find below a response following action which came out of the
meeting held on 5 February 2014.

 

Information to be provided to the Panel on whether there was a history of
no complaints against the Police and Crime Commissioner.

 

“In order to bring clarity to the panel in relation to the issue of
complaints the following is the situation as of 10^th March 2014. A number
of complaints are addressed to the Commissioner. These are sifted as part
of normal correspondence by the staff from the Commissioner’s office. The
overwhelming majority of complaints are about issues over which the
Commissioner has no locus i.e. they are about single policing issues or
about operational decision making. Such complaints are always forwarded to
the Force and worked through the police complaint system. On a very few
occasions, complaints are made about the Commissioner himself. To date,
none of these have been complaints that fall within the remit of the
Police and Crime Panel and on each occasion have been forwarded to the
Independent Police Complaints Commission (IPCC) in accordance with the
legislation. On every occasion the IPCC have taken the view that no
criminal offence has taken place; there being no ancillary issues these
complaints are not then forwarded to the panel as the panel have no remit
to deal with them. An example of this was a complaint that the
Commissioner had committed a criminal offence by failing to register as a
data controller; this was part of a national campaign. The IPCC decision
was that no criminal offence had been committed; thus the complaint
process was complete.”
