Police and Crime Commissioner - Office Costs November 2012 - November 2013

Dear Cambridgeshire Police and Crime Commissioner,

Please could you release the amount of money spent by Cambridgeshire's Police and Crime Commissioner on his Office of the Police of Crime Commissioner in his first year i.e. between 22 November 2012 and 22 November 2013.

I note there appears to be no intent to proactively publish this information given the commissioner's statement of accounts for 2012/13 does not separate spending before and after the Police and Crime Commissioner came into office.

I would like amount spent to be broken-down. I'm happy with whatever high-level breakdown is available. I anticipate a breakdown into the categories used in the commissioner's 2012/13 accounts will be available i.e.:

Commissioner and Deputy (incl oncosts and expenses)
Office Staffing Costs (including Agency Staff)
Other Staff costs
Legal Fees
External Audit Fees
Internal Audit Fees
Other office and running expenses
Treasurer/Chief Finance Officer

In order to get a complete picture of Cambridgeshire's Police and Crime Commissioner's spending on his Office of the Police of Crime Commissioner I would like details of the amount of money owed, but not yet paid out, in respect of his first year.

eg. 1. in relation to salaries; I would expect a full year's salaries to be reported even if payments covering a recent period have not yet been made.

eg. 2 in relation to expenses for the commissioner and deputy, if these are being accrued but not claimed, details of any provision being made for them.

eg. 3 in relation to rental (and related) costs for the physical Office of the Police of Crime Commissioner again I would like details of the amount owed and the provision made for the rental (and related) costs to-date.

I would welcome any related explanatory information (advice and assistance) the commissioner wishes to provide, particularly in relation to those examples.

I am seeking the release of information which will, as accurately as is available, show the level of the Commissioner's spending on his Office of the Police of Crime Commissioner in his first year.

In reply to your request for information under the Freedom of Information Act 2000, dated October 14, 2013 below.

The Freedom of Information Act 2000 (The Act) requires us to handle all requests in a manner that is blind to the identity of the requestor. Any information released in response to a request is regarded as being published, and therefore in the public domain without caveat.

We have completed all searches within the Office of the Police and Crime Commissioner and hereby enclose your response.

We noted your comment in your original request as follows:

"I would like amount spent to be broken-down. I'm happy with whatever high-level breakdown is available."

We have therefore run a report detailing all items of expenditure processed between the dates you specified and created a table with broad headings along with overall estimated cost. The second tab shows the data broken down into specific items. As we have run a report in specific response to your request I must apply a caveat that the information is approximate and unrefined. This is because we work on a financial year cycle and the Police and Crime Commissioner was elected 7 months into a financial year, effectively dividing some of the 2012/13 year's expenditure (to April 2013) between the former Police Authority and Police and Crime Commissioner. We have therefore applied an approximation of some costs, such as salaries, based on an apportionment calculation between the 2012/13 financial year and the current one.

Please could you clarify if the salaries and employers' national insurance for the Commissioner and Deputy are included in the spending information which has been released in response to my request and if they are, could you please let me know under what descriptions / labels they appear.
