The information I require is:
- Information and an explanation on how you are satisfied with complaints system put in place by the Chief Constable.
- when did you last review the complaint system to ensure you are satisfied?
- Are you satisfied with how Lancashire police are categorising complaints?
- What are you doing to ensure police do not abuse the complaints system?
- What have you done regarding reports to you about abuses of the complaint system?
- how many reports you have received about abuses to the complaints system (per year, last 3 years)?
- what process do you follow to check the complaints system to ensure you are satisfied?
- Do you discuss satisfaction with both sides (complainants and officers)
Please identify any rationale you applied to your decisions.
If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under your Section 16 obligations, as to how I can refine my request to be included in the scope of the Act. In any case, if you can identify ways that my request could be refined please provide further advice and assistance to indicate this.

The PCC is saying the following:
- it will take 59 hours to get 3 years of data.
- Each request is only allowed up yo 18 hours of time.
- 18 hours gives approx 6 months of data.
I therefore propose that we all request a specific chunk.

Please note that it is not advisable to co-ordinate sending FOI requests from different people in order to attempt to get round an authority's employment of the S12 exemption. The authority can aggregate all the requests and still employ S12 if they suspect that requests are being sent as part of a campaign. The annotations here make it entirely clear that this is what was happening.

The PCC is declining to provide information based on the time to undertake the task. I propose that we all request a specific 'chunk' of data, within the required time frame, so all information by different people provide the information requested.
