Stuart Phillips

Dear Lancashire Police and Crime Commissioner,

[extraneous information removed]

The information I require is:

- Information and an explanation on how you are satisfied with complaints system put in place by the Chief Constable.

- when did you last review the complaint system to ensure you are satisfied?

- Are you satisfied with how Lancashire police are categorising complaints?

- What are you doing to ensure police do not abuse the complaints system?

- What have you done regarding reports to you about abuses of the complaint system?

- how many reports you have received about abuses to the complaints system (per year, last 3 years)?

- what process do you follow to check the complaints system to ensure you are satisfied?

- Do you discuss satisfaction with both sides (complainants and officers)

Please identify any rationale you applied to your decisions.

If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under your Section 16 obligations, as to how I can refine my request to be included in the scope of the Act. In any case, if you can identify ways that my request could be refined please provide further advice and assistance to indicate this.

I look forward to your response within 20 working days, as stipulated by the Act.

Yours faithfully,

Stuart Phillips

Ian Dickinson, Lancashire Police and Crime Commissioner

The PCC is declining to provide information based on the time to undertake the task. I propose that we all request a specific 'chunk' of data, within the required time frame, so all information by different people provide the information requested.

Paul Ponting left an annotation ()

The PCC is saying the following:

- it will take 59 hours to get 3 years of data.
- Each request is only allowed up yo 18 hours of time.
- 18 hours gives approx 6 months of data.

I therefore propose that we all request a specific chunk.

1) Jul 2014 - Dec 2014
2) Jan 2015 - Jun 2015
3) Jul 2015 - Dec 2015
4) Jan 2016 - Jun 2016
5) Jul 2016 - Dec 2016
6) Jan 2017 - present - DONE

I will collect block (6) Jan2017 to present. Please add note to say which block you will request and send the request for the specific block of data required.

Dear Ian Dickinson,

Jan 2017 - present

Yours sincerely,
Paul Ponting

Dear Ian Dickinson,
I agree to Jane Pearson's suggestion, to look at complaints made to chief constable over past three years, relating to abuses of the Police complaints system.

I look foward to your reply.

If this request is refused again, I will have no alternative to complain to the Information Commissioner.

Yours sincerely,

Stuart Phillips

I have removed a number of annotations from this request as they are not in compliance with our annotations policy at https://www.whatdotheyknow.com/help/requ... . I shall shortly disable further annotations. Please ensure that all annotations you send are in compliance with our policy.

Please note that it is not advisable to co-ordinate sending FOI requests from different people in order to attempt to get round an authority's employment of the S12 exemption. The authority can aggregate all the requests and still employ S12 if they suspect that requests are being sent as part of a campaign. The annotations here make it entirely clear that this is what was happening.

I have removed or redacted messages sent to the police on this thread. This is because they do not comply with our house rules:

https://www.whatdotheyknow.com/help/hous...

"Use WhatDoTheyKnow only to request specific information, not for general correspondence with public authorities, and certainly not for correspondence about your own personal circumstances." ... "Keep messages sent via our service concise and tightly focused on the subject of the request for information."

Please ensure that all communications you send via this site are in compliance with these obligations.

As correspondence on the request for information appears to be at an end, and to mitigate against future breaches of our rules, I am about to close this request to further responses. If you want to discuss this or have a specific FOI-related reason why you would like us to re-open this request, contact the WhatDoTheyKnow administrators to discuss.
