Dear Lancashire Police and Crime Panel,

I have provided Police & Crime Commissoner with many instances whereby Lancashire police have repeatedly failed to categorise complaints correctly (against IPCC guidelines) by making complaints Local Resolution rather than Local Investigation. Clive Grunshaw has taken no action & appears to have head in sand over Police corruption.

To clarify why the Local Resolution is being abused:
- Local Resolution cannot be appealed to the IPCC.
- Local Resolution does not allow misconduct or criminal charges being brought against the officer subject to the complaint.

I have made some investigations and discovered a number of other complainants who have been failed is this same way, this is not isolated to me.

The following quoted information has been provided after seeking advice about your role:

"Whilst the Commissioner has to be satisfied that the Chief Constable has in place a system that enables complaints against police officers to be dealt with, it is not part of the Commissioner’s role to look at individual complaint cases against police officers. "

It is clear that it is Clive Grunshaws role to ensure that he is SATISFIED that the complaint process that the Chief Constable has in place a system that enables complaints against police to be dealt with.

while there is a system, the system is being abused and Clive Grunshaw has been made aware of it.

The information I require is:

- Information and an explanation on how Clive Grunshaw is satisfied with complaints system put in place by the Chief Constable.

- when did he last review the complaint system to ensure he is satisfied?

-Is he satisfied with how Lancashire police are categorising complaints?

- What is Clive Grunshaw doing to ensure police do not abuse the complaints system?

- What has he done regarding reports to himself about abuses of the complaint system?

- how many reports Clive Grunshaw received about abuses to the complaints system (per year, last 3 years)?

- what process does he follow to check the complaints system to ensure he is satisfied?

- Does he discuss satisfaction with both sides (complainants and officers)

Please identify any rationale he applied to his decisions.

If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under Clive Grunshaws Section 16 obligations, as to how I can refine my request to be included in the scope of the Act. In any case, if Clive Grunshaw can identify ways that my request could be refined please provide further advice and assistance to indicate this.
