I would like to know what, if any, PND Educational ('PND-E') Courses you provide? It may assist you to note
that the power to establish a PND-E scheme is provided by s2A Criminal Justice and Police Act 2001 as
amend ed by the Legal Aid, Sentencing and Punishment of Offenders Act 2012. A penalty notice with an
education option (“PND-E”) provides a person with the opportunity to discharge their liability to be convicted
of the p enalty offence by paying for and completing an educational course that relates to the penalty offence.
RESPO NSE
We do not use PND-Es in South Wales. We have plans to move to a 2-Tier out of court disposal model later this year,
followi
ng guidance from the National Police Chiefs’ Council (NPCC). PNDs and most other out of court disposals will
go leaving just Community Resolutions and Conditional Cautions.
Both of those remaining options will have educational courses and/or interventions attached to support the offender in
address ing the cause of their offending and hopefully reduce the likelihood of them re-offending.
