Freedom of Information Request F19-497

Thank you for your request for information as copied below.  You asked the
House of Commons two questions about the Richmond House project which we
have sought to answer below.

 1. A copy of the winning tender submission for PM/CM1012 Provision of
Project and Cost Management Services for the Richmond House Project
within the Northern Estate programme.

This information is held by the House of Commons.

 

However, the tender submission from the winning bidder details staff
rates; prices; and methodology that they would use to support this
project. Accordingly, we have concluded that this information is exempt
under section 43(2) of the Freedom of Information Act 2000 (FOIA) because
the disclosure of this information would be prejudicial to the House’s and
the third party’s commercial interests.  This is a qualified or
non-absolute exemption and the public interest test applies.

 

We have considered the public interest in the disclosure of this
information.  Clearly, when spending large amounts of public money, these
factors include the importance of transparency in the decision making
process relating to the spending of that money, and being able to ensure
that procurement processes are conducted in an open and honest way.  It is
also important for the public to see public authorities getting value for
money in the awarding of contracts. 

We have also considered the public interest in withholding this
information. The tender submission contains a detailed description of
costs and methods specific to the winning bidder, disclosure of which
would be likely to seriously prejudice their commercial interests by
inhibiting future negotiations for other contracts.  Any contracting
authority would seek to protect this type of information or risk having no
suppliers – because no one would want to submit bids or enter in to free
and frank negotiations.  Disclosure of this information by the House would
therefore seriously prejudice our own commercial interests as we would not
be able to secure best prices for the project and therefore impact value
for the taxpayer.  For these reasons we consider that the public interest
in withholding the information outweighs the public interest in
disclosure.

 

 2. A list of organisations that submitted a tender.

 

This information is held by the House of Commons.  The following
organisations submitted a tender:

 

·         AECOM Limited;

·         Mace Limited;

·         WSP UK Limited.

 

 

You may, if dissatisfied with the handling of your request, complain to
