Pledges and funding for the £1bn spend,targets and delivery of homes and jobs promised

In a PR Week article announcing the appointment of Simon Jones the following claim is made

"More than £1bn has been earmarked for Tottenham with the target of building more than 10,000 homes and creating 5,000 new jobs by 2025."

I am interested in answers to the following questions:

1. How is the £1bn figure made up? i.e. what spending pledges and funding does it cover?
2. Who has set the target of building more than 10,000 homes? How will it be delivered?
3. Who has set the target of creating 5,000 new jobs? How will the target be achieved?

Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Haringey Borough Council's handling of my FOI request 'Pledges and funding for the £1bn spend,targets and delivery of homes and jobs promised'.
Your initial reply to my request of the 12th inst was inadequate and disrespectful.
It is not satisfactory to direct me to a website and not provide the information I requested. A simple read of the Tottenham Regeneration section of the Haringey Council website would tell you that it doesn't not provide the the answers to my questions.
Therefore, please can you provide the recorded information the Council holds and provide exact answers to my questions.
I want to understand how the £1bn claim can be justified. I need to know what spending pledges, loans or actual grants added together make up the £1bn claim?
I want to understand how you will build 10,000 homes and who set that target?
I want to understand who set the target of 5,000 jobs and how and where exactly will they will be created?
In addition, I suggest a review of the approach that sanctions the failure to answer specific questions as an acceptable way to respond to an enquiry by a member of the public.
