Thank you for your Freedom of Information request regarding the Albert
Drive, Sheerwater road extension 2011.

 

I have responded to each of your questions in turn.

 

Question 1:

Were risk assessments undertaken prior to the road extension approval and
built with regard to the roads potential to increase the likelihood of
flooding to Sheerwater (Albert Drive) and Eve and Arnold road properties.
If yes are the available to the public.

 

Answer:
There was no specific Flood Risk Assessment undertaken for the Sheerwater
Link Road. The Environment Agency’s Flood Map for Planning indicated that
the site of the Link Road was not in a river flood zone.  However, it was
known at the time that the area was (and still is) subject to restriction
of capacity in the drainage infrastructure. This was evident by surface
ponding on the existing roads – Monument Road, Monument Way East.

 

As a consequence of this, the drainage design was undertaken in
consultation with, and approval from, Thames Water and Surrey County
Council. The scheme was designed to ensure that surface water flows into
Thames Water sewers were restricted to be no increase on the existing
flows. Furthermore, an allowance of an additional 20% was added to take
account of climate change effects.

 

Thames Water Utilities Ltd undertook an ‘Impact Study’ to check the effect
of runoff flows from the Link Road. A copy is attached. The report
indicates that the calculated runoff from the drainage of the Link Road at
35 l/s could be accommodated within the existing Thames Water drainage
system. The design of drainage features for the new highway works
(gully’s, manholes, pipes) was also subject to checking and approval by
Surrey County Council – the highway authority. The existing Thames Water
drains were cleaned out and cleared of obstruction during the construction
of the roadworks.

 

Question 2:

Were risk assessments undertaken prior to the road extension approval and
build with regard to the roads potential to increase through traffic,
traffic noise and pollution West to East. If yes are they available to the
public.

 

Answer:

Transport Assessments were undertaken. These were submitted to Woking
Borough Council to support a Planning Application for the Link
Road. Copies are attached. Noise and Air Quality Assessments were also
undertaken and submitted to support the Planning Application. Copies are
attached. Appropriate noise mitigation measures were included in the
constructed works. Post construction noise monitoring has been carried out
(and shown to be satisfactory) to allow the Planning Condition to be
signed off.

 

Question 3:

Were risks assessments undertaken prior to the road extension approval and
built with regard to the roads potential to increase the likelihood of a
morning weekday traffic backlog (west to east) from Sheerwater Road
traffic lights to Bishop David Brown School. If yes are the available to
the public.

 

Answer:

Answer as Question 2 for the principal reports. There was no assessment
carried out to link the transport assessment (west to east) from
Sheerwater Road traffic lights to Bishop David Brown School.

 

Question 4:

Is there any intention to monitor the traffic pollution levels weekdays
between Sheerwater road and Bishop David Brown School?

 

Answer:

There are currently no plans for further monitoring. The Planning
Condition with regard to air quality has been signed off by Woking Borough
Council. Predicted traffic flows and a generally improving air quality
situation, as noted in the air quality assessment at planning stage,
indicated that post construction monitoring would not be required.
