Dear Matthew Hopkins

We have been consulting with the relevant departments regarding your information request and before we can progress it we require further clarification.

Please could you specify what you mean by 'results' of our investigations.

At the end of our investigation, we produce a report and decide whether we believe there is a case to answer for misconduct or gross misconduct. The final decision about whether misconduct is proven and what, if any, sanction should apply is made during misconduct proceedings conducted by the force. We will refer the case to the CPS if, at the end of our investigation, it is possible a crime may have been committed. The CPS will then decide if the evidence satisfies the threshold for legal proceedings and the courts will decide whether the person has committed a crime.

It would therefore be helpful to understand if, by results, you are trying to establish whether we found a case to answer at the end of our investigations or whether you want to know the final outcome following disciplinary or criminal proceedings conducted by the police or the CPS. You may wish to refer to the published outcomes reports from our independent investigations that can be found here: https://www.policeconduct.gov.uk/researc... to help you to specify the information you require.

It would also be helpful if you could clarify the time period that you require this information for. Performance information of this nature was consistently collected from 2011/12. If you require data relating to older cases, it is likely that a lot of manual scrutiny would be required which may engage the cost limit under the FOI. However we can make further assessment on the extent to which we can respond once you clarify the timeframe for this request.

We would not be able to answer the expected date of completion for any ongoing investigations.

Once you have clarified this information we will progress your request further.

Yours sincerely

Dear Independent Office for Police Conduct,
By 'results' of your investigations I mean (a) any report you produced following your investigations, as well as (b) the outcome of any proceedings by the local force which resulted from your reports, and (c) whether any of the processes is ongoing and may therefore result in further reports or action to be taken.
I do not seek any information relating to any period prior to 2011.

Yours sincerely,
Matthew Hopkins

Dear Martin Hopkins

Thank you for your email. Just to be completely clear, are you therefore asking for copies of the full investigation reports in response to part (a) rather that whether the report resulted in a case to answer?

Matthew Hopkins

Dear !Request Info,
I clarify that in part (a) I am in each case asking for the full investigation result, if one exists, or - if one does not exist - such results that you did obtain which would help an understanding of why a full investigation result does not exist.

Yours sincerely,
Matthew Hopkins

!Request Info, Independent Office for Police Conduct

Dear Mr Hopkins

Thank you for your information request.

There have been two investigations into South Wales Police relating to deaths in or following police custody within the time period 2010/11 to 2021/22. There was no conduct identified in one investigation, the other investigation is ongoing therefore it is not possible to provide a final outcome summary. As explained previously it is also not possible to provide an expected completion date.

Yours sincerely
