Suffolk and North Essex NHS Foundation Trust. Please note, as per your
request, this response is on behalf of Colchester Hospital only.

 

Your enquiry has been dealt with in accordance with the Trust’s Freedom of
Information Act 2000 Policy and Procedures. We are pleased to enclose the
information you requested:

 

There has been a recent change in the system of staff parking permits at
Colchester General Hospital. Previously all staff who requested a permit
were given one. Apparently a decision was made to reduce the number of
staff entitled to a permit from 3000 to 1000 with a needs based
assessment. The new system goes live on 1st January 2019.

 

Please can you provide exact details of the criteria used when deciding
whether a member of staff is entitled to a permit under the new needs
based assessment?

 

For the first time the staff permit system is being actively managed,
given the amount of staff vehicles trying to park at the Colchester
Hospital site has regularly exceeded the available parking capacity. There
are 1,460 staff parking spaces and the intention is to issue 3,000 staff
permits, not 1,000.

 

The permit application process asked all staff a whole range of questions,
such as do you work shifts, have direct patient contact, have a blue
badge, travel to other sites, transport bulky items, have caring
responsibilities, employed in another role, etc. According to the answers
provided this gave a number of points for each question and the permit
system also calculated a number of travel points based on home to work
postcode and how many changes of public transport might be required to get
to work. With each applicant receiving a points total it then meant that
approximately 3,000 staff with the highest points total could then be
allocated a permit.

 

This is the fairest way to determine which staff receive a permit and
there is also an appeals process for staff who are not allocated a permit
but feel they have no other means of accessing the site. No account is
taken of pay or position within the organisation and all staff are treated
on an equal basis. Some priority is given to staff who have direct patient
contact and the Trust has worked with an independent parking consultant to
provide industry expertise as well as taking account of the NHS Health
Technical Memoranda (HTM) on Parking.

I requested exact details of the criteria used when deciding whether a member of staff at Colchester will receive a parking permit valid from 1st January 2019. However the answer provided to me only describes the process in a very general way & does not answer my question & provide the exact criteria used in deciding eligibility for a parking permit. Reference is made to a system of points awarded depending on the answers to various questions such as do you work shifts? have direct patient contact? etc but no details of how the points are given for the various answers or how many points are required before a permit is allocated.

The answer provided does not provide the transparency required regarding the process of awarding parking permits.

The amount of detail that I would like to see provided in answer to my question should allow any member of staff to review their own application for a parking permit & compare their case with other employees & understand why they have or have not been allocated a permit.

January 2019. However the answer provided to me only describes the process

The exact criteria used to assess whether or not a member of staff will
receive a parking permit are those detailed on the application form
(please see attached).

 

These answers given are each allocated a score, and whilst most of these
generate a standard score of between 0 and 250, the travel point score
will differ from person to person as people live in different parts of the
county/country and the journey they would need to make if travelling by
public transport depends upon the links etc., available to them in
relation to where they live. Staff can ask on an individual basis how many
points they have scored, but the scores allocated for the different
questions are not being published. This is to protect individual members
of staff right to confidentiality.

 

With regards to the element of the question about how many points are
required to obtain a permit – this is currently 110, but may change in the
future depending on how many staff actually apply for a permit.
