questions about the Parliamentary Commissioner for Standards (PCS), which
we have sought to answer below.

 

1)  Please provide a copy of the job description and person specification
for the role of Parliamentary Commissioner for Standards.

 

Some information is held by the House of Commons. The House holds an
“Appointment Brief” which describes the role and provides a person
specification. This was created when the Parliamentary Commissioner for
Standards post was advertised in 2012. The relevant parts of this brief
are attached.

 

Additionally, it may be helpful to know that the Commission’s report on
the appointment of Kathryn Hudson as the Parliamentary Commissioner for
Standards in January 2013 is available on the Parliament website here:

There is no procedure for making a complaint against the Parliamentary
Commissioner for Standards. Complaints about the conduct of the
Commissioner’s staff should be sent to the Commissioner at

The Parliamentary Commissioner for Standards is appointed by a resolution
of the House of Commons, for a fixed term of 5 years, and is an
independent officer of the House. It is for the Commissioner to decide
whether to begin an inquiry into the allegations she receives and how to
conduct each inquiry (subject to the procedures approved by the House of
Commons).

 

On occasion, complaints have been sent to the Committee on Standards. The
Committee on Standards oversees the work of the Parliamentary Commissioner
for Standards. It also adjudicates when she submits reports to them
concerning the outcome of investigations. The Committee may not instruct
the Commissioner to begin an inquiry into any particular allegation,
although in certain circumstances she must consult the Committee if she
wishes to begin an inquiry. For example, the Commissioner must consult the
Committee first if she wishes to begin an inquiry into the conduct of a
former MP.
