Please confirm blue badge parking restrictions in Newport

Dear Isle of Wight Council,

There is no information provided for blue badge holders either on the payment machines or other signage - specifically those on the High Street (I haven’t checked other areas).

This has been brought to the council’s attention previously and verbal assurance given that a. blue badge holders are exempt from charges and that b. appropriate signage would be installed.

4. Assuming that deliberately withholding this information at point of use is not official policy, when will the relevant signage be installed?

Please find below the information you have requested. The service have
also provided some additional information which may be useful:  

 

Our tariff boards updated were earlier this year and the decision was
taken to replace the off-street tariff boards only. The off-street boards
display the parking regulations and concessions for blue badge holders.

 

In order to reduce on-street signage clutter, the decision was made not to
replace on-street tariff boards and place tariff information inside the
front panel of the ticket machine. We did not refer to any concessions to
blue badge holders, as each Blue badge holder is provided with a booklet
which accompanies receipt of the badge entitled: The Blue Badge scheme:
rights and responsibilities in England.  

 

The front cover states: Please read this leaflet before using the badge
and keep it in case you need to refer to it in future. On page 16, in the
section ‘where can I park?’ there is a table which refers to ‘on-street’
parking meters and pay and display machines. The text states; ‘Badge
holders may park for free and for as long as they need to.’

 

1.       The current restrictions are :

 

IWC off street car parks as indicated by the tariff boards – up to 8 hours
free

IWC short stay car parks as indicated by the tariff boards – up to 3 hours
free

On street pay and display – Badge holders may park for free and for as
long as they need to.

 

2.       There are a small number of exemptions where IWC operates pay and
display on behalf of a third party. There are no concessions in these car
parks.

3.       Whilst there is no official policy on what needs to be displayed,
in June 2015, the Secretary of State for Transport asked Sir Alan Duncan
MP to lead a task force looking into the issues of sign clutter and to
make recommendations as to how this can be reduced. The number of traffic
signs had doubled between 1995 and 2015 and was a waste of taxpayers’
money, which was ultimately unsustainable.

 

4.       The relevant signage has been installed.
