Play pedagogy/ play based learning in primary schools

Highland Council did not have the information requested.

Dear Highland Council,

Please accept this as a Freedom of Information request.

Please could you provide the following information:

1. How many primary schools in the authority are currently (academic year 2021-2022) delivering play pedagogy in primary one?

2. How many primary schools in the authority are currently (academic year 2021-2022) delivering play pedagogy in primary two?

In the event of lack of clarity of what play pedagogy is, the Scottish Government has stated that children should access play based learning in primary 1 and 2. Here is an example of what was said:

"Play encompasses children's behaviour which is freely chosen, personally directed and intrinsically motivated. It is performed for no external goal or reward and is a fundamental and integral part of healthy development which seeks to improve play experiences for all children." ( Scottish Government, 2013b, p.14)

3. How many in total do you expect to use a play pedagogy approach in primary one in the next academic year (2022-2023)?

4. How many primary schools in the authority are currently (academic year 2021-2022) delivering outdoor learning as part of every day learning?

Thank you

Yours faithfully,

D. Brisbane

Dear Highland Council,

I have just noticed an error in the request in relation to dates. To clarify for questions 1) and 2) this academic term refers to 2020/2021

For question 3) next academic term is 2021/2022

For question 4) every day learning means being outside at least once in the day for a learning activity.

Thanks

Yours faithfully,

D. Brisbane

Customer Resolution & Improvement Team, Highland Council

Dear D Brisbane,

I refer you to your request for information under the Freedom of Information (Scotland) Act 2002.

In Highland, schools, Head Teachers, Principal Teachers and teachers have discretion on what tools, methodologies and/or interventions they utilise to promote and enhance learning. Therefore, in order to comply with your request we would require to contact each primary school individually. There are 166 primary schools in Highland and the cost of undertaking such task would likely exceed the fees threshold of £600.00. Section 12 of the Act states that, where the cost of provision of the information exceeds the fees threshold (£600), public authorities are not obliged to comply with a request. As it would be unreasonable under the Act to compile this information, we are unable to provide you with the data you requested.

Under Section 20 of the Freedom of Information (Scotland) Act 2002 and/or Regulation 16 of the Environmental Information (Scotland) Regulations 2004 (EIRs), you have the right to request that the Highland Council reviews any aspect of how it has dealt with your request. This requirement for review should be put in writing to the Freedom of Information Officer, Chief Executive's Office, Glenurquhart Road, Inverness IV3 5NX, within 40 working days of receipt of this letter. The request should include details of the information requested and the aspects of the Highland Council's response which you are not satisfied with.

If you are subsequently dissatisfied with the outcome of the Council's review, you have the right to appeal to the Scottish Information Commissioner under Section 47 of the Act (Regulation 17 of the EIRS), within six months of receiving the Council's review response.

Yours sincerely,
