We're waiting for Gill Friel to read recent responses and update the status.

Dear Powys County Council,
can they provide a list of the companies that handle any of the councils plastic waste?
what percentage of plastic waste and what tonnage is being exported?
where is the councils plastic exported and where are those exports exported to?
has the council a strategy to recycle plastic waste in the uk instead of exporting?

Plastic Waste        

 

The above is a summary of your request. The full details of the
information sought is provided to the officer to whom the request is
tasked.

 

Your request will now be considered and you will receive a response within
the statutory timescale of 20 working days as defined by the Act, subject
to the information not being exempt or containing a reference to a third
party. In some circumstances Powys County Council may be unable to achieve
this deadline. If this is likely you will be informed and given a revised
time-scale at the earliest opportunity.

 

There may be a fee payable for the retrieval, collation and provision of
the information you request. If this is the case you will be informed and
the 20 working day timescale will be suspended until we receive payment
from you. If you choose not to make a payment then your request will
remain unanswered.

 

Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

This is to inform you that your request has been considered and I can
provide the following response:

 

The Request/The Response:

 

1.    can they provide a list of the companies that handle any of the
councils plastic waste?

In 2018/19 financial year:

 

-          All kerbside collected domestic and trade mixed plastics
collected and processed -       J & A Young Ltd., South Normanton.

-          All mixed plastics from Household Waste Recycling Centres
(HWRCs) processed -          Derwen Plant Ltd., Neath.

-          Window frames (uPVC) collected via HWRCs processed
-                                       Fenestration Ltd., Neath.

-          Damaged kerbside recycling containers (HDPE) collected and
processed -                 Coral Products Ltd, St Helens.

-          Damaged kerbside wheeled bins (PP) collected and processed
-                                       Plasgran Ltd, March.

 

2.    what percentage of plastic waste and what tonnage is being exported?

16.6%, or 324.4 tonnes, in 2018/19 financial year.

 

3.    where is the councils plastic exported and where are those exports
exported to?

In 2018/19 financial year, exports occurred from two of the streams in
question 1:

 

Mixed plastics from kerbside and trade:

Coloured plastics and polystyrene (PS) separated from the stream (10.4% of
total stream in 2018/19) by J & A Young Ltd are exported to Germany for
Energy from Waste recovery.

 

Mixed plastics from HWRCs:

When market prices are low in the UK, the reprocessor exports the mixed
plastics (via MV Recycling Ltd, Burnley) to Turkey. 32.9% of this plastic
stream exported in 2018/19.

 

4.    has the council a strategy to recycle plastic waste in the uk
instead of exporting?

No.

We believe that this request is now complete and shall be closed
immediately. Should any further information be requested regarding this
topic, a separate request will need to be submitted.
