Please find attached documents in response to your recent Freedom of
Information request ( request number 43.21);

 

Please supply the *full* plans of changes and additions for the
Commonwealth Games Improvements for Victoria Park, Leamington Railway

All documents are provided in their entirely following confirmation from
partner organisations that no sensitive information is contained within.

 

In addition to the supplied documents I can also advise the following;

 

·        Fencing and footpath works and the majority of the internal
building refurbishments and renovations completed to date have been
undertaken within Permitted Development rights following consultation with
Warwick District Council Planning Officers.

 

·        A planning application was submitted on 22^nd July 2020 and
approved on 27^th August 2020 for various tree works along Riverside Walk,
Royal Leamington Spa (Planning application reference W/20/1135/TCA).

 

·        Public engagement was undertaken online regarding Leamington
Station Forecourt and Underpass Project (18^th September 2020 to 20^th
October 2020 –

·        An application for building control permissions for relevant
internal and external works to the Victoria Park Tennis Pavilion was
submitted on 11^th November 2020 and approved on 20^th January 2021.

 

·        Informal engagement regarding all projects has been ongoing with
the Victoria Park Stakeholder Group as relevant. Warwick District Council
officers have been meeting virtually on a quarterly basis or as required
with the stakeholder group which consists of representatives from the
following groups and organisations (in no particular order);

Warwickshire Women’s Bowls Association

Bowls England

VP Tennis

Royal Leamington Spa Bowls Club

·        Further design work is ongoing on Old Tennis Courts, Princes
Drive car park, Wayfinding and the Leamington Station Forecourt and
Underpass projects. Further permissions will be sought as required in
advance of completing work on these projects.

However I note that there is no information covering the Victoria Park outdoor gym (released in the Leamington Observer today), nor the canal towpath modifications by the Railway Station, where the towpath barriers have a poster listing the works as being part of the Commonwealth Games improvements.

Dear Mr Eurich,

I have now investigated the matter you raised regarding the width of the recently constructed footpath in Victoria Park and I'm writing to advise on my findings.

You have rightly identified that the new path has been installed at a width of 1500mm rather than the originally proposed 2000mm. This appears to be a result of miscommunication between Warwick District Council officers rather than a fault of the contractor.

I have liaised with relevant colleagues in our Asset Management and Green Spaces teams to discuss if any remedial work to the path is required. In doing so we have given consideration to both users of the new path and the challenge of widening the path without compromising the surface quality or aesthetic of the path.

A new outdoor gym facility is in the process of being installed in Victoria Park, adjacent to the new footpath in question. As part of this installation there will be an additional path created, joining the gym equipment to the new footpath. It is felt that this additional path will provide a convenient space that users of the new footpath can move onto, to allow passing space for other path users if required. As such, we feel that the additional path will provide, upon completion, a mitigation to some of the challenges that might arise from the reduced width of the new footpath.

Consequently it has been agreed that no further works to widen the new footpath will be instructed at this time. Please be assured however that we will keep this open to review dependant on park user experiences over the coming months.
