This application is being determined at committee level on 5^th November
2014 rather than under delegated powers. As the information is not held,
we are therefore unable to have that information communicated to you.

With regards to the detail of your request, to summarise the application
went to the Agenda Briefing on Monday 6^th  October (for Oct 22^nd
Committee)  and at that point in time there were no objections received to
the application proposals. Whilst a Major development within Avonmouth,
given the lack of any objections, officers considered that this item could
be dealt with under delegated authority. A discussion was had with the
Chair (Cllr Woodman) and Cllr Telford to this effect; this was not based
on any written report, it was a discussion with regard to process based on
a brief outline of the proposals given by the officer. It is not usual for
written record to be made of a discussion of this nature and none was made
in this instance.

 

A few weeks later the planning team received over a period of a few days
only, including a weekend, a number of objections (around 40 at that point
in time). In light of the objections, it was considered inappropriate to
deal with the matter under delegated powers and that it should instead be
considered at committee. This was conveyed to the Planning Service
Manager, who agreed. The Oct 22^nd committee had by then been cancelled
and as such it was heard at the Nov 5^th Committee.

 

We apologise that the above information was not provided in the first
instance, but hopefully it makes clear why there is no information to be
considered for disclosure in relation to your original request.
