Planning Policy with regards Local Plans and JDP's Housing Land Supply identification.

The request was refused by Planning Inspectorate.

Dear Planning Inspectorate,

Save Royton’s Green Belt Community Group request information, in accordance with the Freedom of Information Act 2000, relating to Local Plans and Joint Development Plans in the context of the National Planning Policy Framework.

The NPPF (para. 47 in 2012 edition; para. 67 in 2019 edition) states that planning policies should identify a supply of:
a) specific, deliverable sites for years one to five of the plan period; and
b) specific, developable sites or broad locations for growth, for years 6-10 and, where possible, for years 11-15 of the plan.

We request a list of all local plans and JDPs since the introduction of the NPPF in 2012, which plan for a period of 15 years or longer, that meet the following criteria:
• Plans that the Planning Inspectorate PASSED where the plan did not identify a full supply of sites and locations to fully meet the objectively assessed housing need in years 11–15, and where a neighbouring authority was unable to accommodate the outstanding identified need.
• Plans that the Planning Inspectorate FAILED for the SOLE REASON that the plan did not identify a full supply of sites and locations to fully meet the objectively assessed housing need in years 11–15.

In the event that there are no plans that exist that meet the above criteria, we request that you explicitly confirm that there are no plans that meet the criteria.
