Planning permission rejections due to protected species in England

We're waiting for John Griffiths to read recent responses and update the status.

Dear Hounslow Borough Council,

I'm writing to enquire about the following information in relation to your Local Planning Authority.

I would like to know:

• How many planning permission requests were received last year?
• How many planning permission requests were rejected last year?
• How many planning permission requests were rejected due to protected species?
• Of these, how many were rejected due to: badgers, bats, birds, dormice, newts, invertebrates, natterjack toads, otters, reptiles, water voles, white-clawed crayfish, or other?

Dear Mr Griffiths

 

Thank you for your request for information of 11 April 2022  as set out at
the foot of this email. I am sorry for our failure to meet the statutory
deadline for providing this information.

 

You have requested the following:

 

• How many planning permission requests were received last year?

 

• How many planning permission requests were rejected last year?

 

• How many planning permission requests were rejected due to protected
species?

 

• Of these, how many were rejected due to: badgers, bats, birds, dormice,
newts, invertebrates, natterjack toads, otters, reptiles, water voles,
white-clawed crayfish, or other?

 

Response:   

 

We received 5013 applications last year, of which 525 were refused.

 

So far as I am aware, none was rejected due to protected species (Hounslow
is a predominantly urban borough).  However, should you wish to examine
our applications database in respect of each of these refusals to
investigate for yourself, I attach a list of the refused cases.

 

I cannot therefore without examining every application in turn whether any
was refused on the grounds you have sought and to identify any specific
species involved (if any).  To examine each application in turn would have
required substantial time and cost in total.  Under Section 12 of the
Freedom of Information Act, information is exempt from disclosure if the
cost of providing it would exceed an appropriate limit of £450, the
benchmark cost for 18 hours’ work set by the Information Commissioner’s
Office.  In this case it would take well in excess of 18 hours to discover
and report this information on the basis of which your request has been
made.  The Council is therefore not obliged to provide this information as
part of a Freedom of Information request.

 

Since the information is available from a public source, Section 21 of the
Freedom of Information Act provides that I am not required to supply it to
you in any other form than the attached.  You may visit our website if you
wish to find out more about any individual application and seek to
establish if it fits the criteria that you have set.

 

I’m sorry that I cannot be of greater assistance.
