Dear Croydon Borough Council,

I note that through the Council's letter of 9 October 2018 in response to another information request, the 'Planning department' has confirmed as follows:

"... as part of their New Ways of Working (which was implemented last year) the department has dispensed with a formal planning report, in a number of situations. Formal planning reports have now been replaced by a set of informatives which are attached to the grant of planning permission, which in effect give reasons why planning permission has been granted. This also covers any objections or representations in support, and comments accordingly. ..."

Please provide copies of any information regarding the details of these 'New Ways of Working'. I am particularly interested in how the department's new guidance affects its requirements with regard the following depending on the 'situation':

1. the scope and recording of site visits,
2. the scope of (internal and external) consultation,
3. the scope/format of case officer reports prepared for consideration by Committee ,
4. the scope/format of case officer reports prepared for consideration under the scheme of delegation, (if different from 3)
5. reference to compliance (or otherwise) with specific development plan policies,
6. matters that can be dealt with by an 'informative' rather than by enforceable planning condition,
7. the need for a clear recommendation, and
8. the reasoning behind it, particularly where the recommendation is 'on balance'.

Your request is being considered and you will receive a response within
the statutory timescale of 20 working days, subject to the application of

authority. You will be informed if your request is transferred.

 

If we are unable to provide you with the information requested we will
notify you of this together with the reason(s) why and details of how you
may appeal (if appropriate).

 

Please note that the directorate team may contact you for further
information where we believe that the request is not significantly clear
for us to respond fully.
