Planning inspector's report on north-facing slip roads on the M11 at Loughton (junction 5)
Dear Department for Transport,
I am trying to obtain a copy of the report issued by the Planning Inspectorate after a public inquiry about the The M11 Motorway (Junction 5, Loughton, Essex, North Facing Slip Roads) Scheme, which was subsequently made: https://www.legislation.gov.uk/uksi/1996...
This linked newspaper article refers to a 74-page report, by Planning inspector Brian Evans, issued following a 12-day public inquiry in May 1994. This is the report I am looking for:

I've contacted the National Archives already and they've confirmed the records of the inquiry haven't been transferred to them.
I've already asked the Planning Inspectorate for a copy (https://www.whatdotheyknow.com/request/1...), but they have said they don't have a copy because they consider it would have been for the Secretary of State to retain the records. Do you hold a copy of this report you can provide to me please?

The Information Commissioner would probably have expected the public
body to communicate the response by email (Section 11 of the Freedom of Information Act requires public bodies to comply with a reasonable request as to a means of correspondence) had the requester insisted on it
