Planning inspector's report on north-facing slip roads on the M11 at Loughton (junction 5)

I am trying to obtain a copy of the report issued by the Planning Inspectorate after a public inquiry about the The M11 Motorway (Junction 5, Loughton, Essex, North Facing Slip Roads) Scheme, which was subsequently made: https://www.legislation.gov.uk/uksi/1996...

I have asked the Planning Inspectorate for a copy, but they have said they don't have it and suggested that I the council for a copy. Do you hold a copy of this report?
