Dear A Tudor,
Thank you for your Freedom of Information request on the 24th March.
Your request was for all versions of PINS Notes and Knowledge Matters that
have been sent to Inspectors since 1st January 2022.
Further to your request please see attached below copies of each PINS Note
that has been published in the requested timeframe.
Please note that PINS Notes are internal advice notes provided to staff
(primarily Planning Inspectors) in response to changes resulting from
policy, legislation, and case law, and which have immediate casework
implications. They are designed to raise awareness and identify specific
actions to be undertaken in the course of decision-making, with the aim of
ensuring best practice and consistency. Such advice notes are not
intended for an external audience (and are thus not available to
automatically download) and do not have (or claim to have) formal status
in the way that, for example, published guidance from Government in the
form of Planning Practice Guidance will. Through such notes we are
providing advice solely intended for internal use.
Such notes may also be subject to change, in response to lessons learnt
from practical application of their advice.
Please also see attached the three issues of “Knowledge and Professional
Manners” (which is the new name for “Knowledge Matters”) that have been
published in the requested time frame.
Please note that in the January 2022 edition of Knowledge and Professional
Matters, names of Planning Inspectorate employees have been redacted as
this is considered third party personal data and its’ public disclosure
would breach the first data protection principle of fair, lawful and
transparent processing. The exceptions to disclosure of third party
personal data under the Freedom of Information Act Section 40 (2) and the
Environmental Information Regulations Section 13 are therefore considered
to apply.
Please also note that as with PINS Notes, “Knowledge and Professional
Matters” are intended for internal use in response to changes resulting
from policy, legislation, and case law, and which have immediate casework
