Thank you for your request under the Freedom of Information Act 2000 dated
24 October 2024.
 
We note that you have requested a copy of the Inspector Training Manual
(ITM) including any sections relating to GPDO and prior approval.
 
As requested, please find attached a copy of the latest version of the
Inspector Training Manual (ITM) which is up to date as of the last week. 

The relevant section relating to GPDO and Prior Approval Appeals is in
Part 1 of these attachments starting on page 1130. There is also some
information relating to Prior Approvals specifically on page 415 of Part
1.
 
The Inspector Training Manual is subject to regular updates, and the
Manual does not constitute Government policy or guidance and does not seek
to interpret Government policy. In the event that there appears to be a
discrepancy between the Manual and national policy / guidance, any
national policy and guidance will be conclusive.

As this document is not written for an external audience, many of the
hyperlinks point to our internal systems at the Inspectorate (including
links from one chapter to another), and therefore will not be accessible
to those outside.

 
I have also attached details of our review procedure and contact details
for the Information Commissioners Office should you require it.
 
I can confirm that we are not holding any other information that is
relevant to your request.
