Planning Files are not COMPLETE for members of the public to view!!!!

Dear Wirral Metropolitan Borough Council ("the Council"),

On 1 September I visited the Planning Department at Wallasey Town Hall (South Annexe) to view the Planning File for planning application APP/16/00823.....for the demolition of 22 two-storey retirement flats, and the construction of 14 houses, at Ashton Court, Ashton Drive, West Kirby.

When I last saw the APP/16/00823 Planning File only four objections were contained within the file.

More than thirty people have now made individual objections to the APP/16/00823 planning application. Two petitions have now been submitted to the Council objecting to the APP/16/00823 planning application. One petition had the signatures of more than 500 people who OBJECT to the APP/16/00823 Planning Application.

I request that the Council explain why NONE of the online objections had been printed and included in the APP/16/00823 Planning File when I viewed the file on 1 September 2016.

I request that the Council list how many online letters of objection were not made accessible to me when I viewed the APP/16/00823 Planning File on 1 September 2016.

I request that the Council please provide a list of ALL other online documents relating to the APP/16/00823 that were NOT INCLUDED in the APP/16/00823 Planning File when I viewed the Planning File on 1 September 2016

I request that the Council makes available a full and complete APP/16/00823 Planning File for ALL members of the public (including myself) to view, on request in the future.

I write further to your information request detailed below.  Your enquiry
does not fall within the scope of the Freedom of Information Act 2000 nor
the Environmental Information Regulations 2004 as it relates solely to an
administrative oversight within the Council's Planning department.

 

I have spoken with the case officer responsible for this planning
application and can confirm that the paper file available for public
viewing was not up to date due to limited staffing resources within that
department.  Please accept my apologies for any inconvenience that may
have caused.

 

I am advised that should you wish to make a further appointment to view
the hard copy planning file, every effort will be made to ensure that it
includes all documentation submitted online.

Dear InfoMgr, FinDMT,

I am not surprised that the Planning Department does not have the administrative staffing level required to enable members of the public to view planning files other than for very limiting 30 minute slots (on Tuesdays at 11 am and 11.30 am; and on Thursdays at 11 am and 11.30 am).

1. Please provide the number of administrative officers employed in 2010, in the Planning Department.

2. Please provide the number of administrative officers employed in 2016, in the Planning Department.

I understand that there has been a drastic reduction in administrative officers inside the Planning Department.......at exactly the same time that the Council was spending at least £237,012 on Consultancy fees, in connection with grandiose plans for a Luxury Golf Resort in Hoylake, which VERY FEW residents of the Wirral actually want. The Wirral already has SEVENTEEN golf courses and driving ranges, as well as CRAZY GOLF.
