Dear Great Yarmouth Borough Council,

I would like to request minutes from the planning application meeting on the ex Pontins Site in Hemsby .
A conversation was heard and recorded when a councillor requested to Dean Minns that a condition should be made that before building of houses started the five acre site to be left as tourism which mobile homes would be sited was to be built first which enabled the community reassurance that no more houses would be built on the land by the agents . Only 190 could therefore be built after the condition was put in the conditions.
Dean Minns agreed that a condition of this nature could be placed in the planning policy and it would be looked into.

A different condition has been put into the planning application, not the one agreed on the night !

Dear Great Yarmouth Borough Council,

My FOI request has not been received in the time given therefore an internal review has been requested. By law the authority should have been responded by 7th April which it Great Yarmouth Planning Department have failed to do . It seems departments are still working as the Local Plan has been extended plus this request was made months ago .

I requested the actual minutes and video evidence from the application meeting, minutes where it was noted which councillor stated what , what dean minns said etc. Your reply is the planning body information not what was said at the meeting . Also del pol also stood up and spoke all this was minuted.

Dear Ms Nudd,

I write in response to your email to the Council dated 17th April 2020. I was disappointed to read that you feel you have still not received the information requested in your Freedom of Information (FOI) Request submitted on 9th March 2020, regarding "minutes from the planning application meeting on the ex-Pontins Site in Hemsby".

Having reviewed our records I can advise that an email was sent to you on 16th April 2020 that contained a link to the minutes of the planning application meeting held to discuss the ex-Pontins Site in Hemsby, which took place on 10th July 2019. For ease I have attached another copy of these minutes.

A subsequent email was then received from youself dated 16th April 2020, in which you alleged the minutes referred to above and attached were not what you requested and that you required "the actual minutes and video evidence from the application meeting, minutes where it was noted which councillor stated what , what dean minns said etc."

I confirm minutes attached are the actual minutes of that meeting, the minutes taken of Council meetings are not verbatim minutes but cover the facts discussed and decisions taken. These minutes are then publicly published on our website as part of the agenda for the following meeting and an agenda item is set to agree or reject these minutes. If you believe the minutes of the 10th July 2020 meeting were not reflective of what was discussed this would have been the correct forum to raise your concerns and suggest any amendments; as no concerns were raised the 10th July 2020 meeting minutes were approved at the following meeting on 7th August 2020 and now form a legal record of the issued discussed on 10th July 2020.

I also note you have requested a copy of the video evidence from the meeting on 10th July 2020, I would like to inform you that Council meetings are not video recorded therefore we are unable to supply you with the video recording.

Lastly your email also requests an internal review of the Council's handling of you FOI request, as the Council has provided you with the information requested the only grounds for a review would be in respect of the time taken to supply you with the information, however if you are unhappy with the way Council minutes are recorded you are able to raise a formal complaint. Please could you advise if you wish to proceed with either a review into the time taken to respond to your FOI request or a formal complaint regarding the way Council minutes are recorded stating the reasons why you believe the Council failed to meet it's standards.
