I write in reply to your recent Freedom of Information request; please
find Epsom & Ewell Borough Council’s response below:
· Information regarding planning consent for replacement UPVC
windows in a conservation area including retrospective consent for the
last five years.
Please find the following link to the Council’s on-line planning portal
and window section which states that while it may not ordinarily require
permission to change a window or door, where there is an article 4
direction this may not be the case.

identification of properties in an article 4 area.

Retrospective planning permission can be made for up to 10 years from any
alleged planning breach.

Whilst it is open to the party to make retrospective planning permission,
this does not mean that the application would be supported and for the
types of reasons given in the above link it may be refused and then expose
the property to planning enforcement action to remedy the breach.
Most of the information the Council provides in response to requests will
be subject to copyright protection. This includes attachments. In most
cases the copyright will be owned by Epsom & Ewell Borough Council.
However, the copyright in some information may be owned by a third party.
