Planning Conflict Of Interest by Councillor Andrew Wood & Friends

Response to this request is long overdue. By law, under all circumstances, Conwy County Borough Council should have responded by now (details). You can complain by requesting an internal review.

Has just submitted a planning application Ref 0/50124
Land next to Manor Farm Abergele LL22 8ET
The concerns are...
1, Cllr Wood sits on the Planning committee that will be deciding the outcome of his application!
Should this be allowed?
Also is this not a conflict of interest?
A, Also five of Cllr Woods's close friends also sit on the committee.
Should this be allowed, as this will not be an unbiased vote?
Also, this is a conflict of interest, so what will be done?
His friends will never vote against him, and may even feel they have to vote in his favor due to their friendships.
What does the council normally do in situations like this?
A number of Abergele residents are very concerned about this application and feel that it will not be dealt with fairly due to the above reasons.

1, Cllr Wood sits on the Planning committee that will be deciding the

Should this be allowed?

Although Cllr Wood sits on Planning Committee, this application has been
submitted in his personal capacity.  Although Cllr Wood is member of the
Planning Committee, he also has a personal prejudicial interest in his
application, and accordingly he will not be permitted to take part in any
debate in the application nor will he be able to vote on the application. 
However as applicant he can register to speak on the application for 3
minutes, but would have to leave the chamber during the debate.

Also is this not a conflict of interest? As per above, Cllr Wood will not
take part in the debate of vote on the application.

What does the council normally do in situations like this?

It is a matter for individual members to consider whether there
association with Cllr Wood amounts to a close personal association under
the Code of conduct. If so, such members of Planning Committee will be
expected to declare any personal or prejudicial interests.  The monitoring
officer will advise members as to these matters. .

 

A number of Abergele residents are very concerned about this application
and feel that it will not be dealt with fairly due to the above reasons.
