Planning Committee Speaking Times

Sophie Mason made this Freedom of Information request to Council of the Isles of Scilly as part of a batch sent to 32 authorities

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was partially successful.

Dear Council of the Isles of Scilly,

Civic Voice, the national charity for the civic and conservation movement is campaigning to put public participation at the heart of the planning system. With this in mind, I am writing to request the following information under the Freedom of Information Act:

1. Can you confirm how long, in minutes, a community group such as a Civic Society is permitted to speak at your local council’s Planning Committee? (By ‘Planning Committee’ we mean your local authority’s committee of elected members which determines planning applications. It may be known by a different name in your local authority).

2. Is there a limit on the number of registered speakers permitted to speak at your Planning Committee? If yes, please specify the maximum number of speakers allowed.

3. Is there a limit on the total time allowed for registered speakers? If yes, please provide details of the time restriction.

3. Are your Planning Committee procedure rules publicly available online? If yes, please provide the weblink.

Yours sincerely,

Sophie Mason
Finance and Administration Officer

FOI (Isles of Scilly), Council of the Isles of Scilly

Hi Sophie,
I think it best to answer all 4 at once; public speaking to applications is not permitted under our current rules.
Please let me caveat that by explaining that we do not have a constitution in the classic sense, but we do have a suite of constitutional documents which you can inspect on our website.
As the function of the Planning Authority is contained within meetings of Council itself (we do not have a planning committee), then all 'rules' relating to this are held within the Standing Orders of the Council:

Hope this helps.

If you need to ask me anything else then please contact me directly at [email address]

Andy

With thanks,
Andy
