1. Can you confirm how long, in minutes, a community group such as a Civic Society is permitted to speak at your local council’s Planning Committee? (By ‘Planning Committee’ we mean your local authority’s committee of elected members which determines planning applications. It may be known by a different name in your local authority).

2. Is there a limit on the number of registered speakers permitted to speak at your Planning Committee? If yes, please specify the maximum number of speakers allowed.

3. Is there a limit on the total time allowed for registered speakers? If yes, please provide details of the time restriction.

3. Are your Planning Committee procedure rules publicly available online? If yes, please provide the weblink.

Response:

1) We have four public speaking slots - one for 'objectors' (this could
be an individual such as a neighbour, or a representative from a
community group for example) the second for the town/parish council and
the third for the applicant or their agent. The fourth speaking slot is
for the Ward Councillor. Objectors, the town/parish council and the
applicant/agent have up to three minutes each to address the committee.
The Ward Councillor has an unlimited amount of time but the protocol
suggests no more than 5 minutes.

2) Requests to speak are dealt with on a 'first come first served
basis'. Should we have more than one objector register to speak, we will
discuss with the person who has already registered and see if they are
either willing to incorporate the objections of the other person, or if
they are happy to share the speaking slot and split the three minutes
between them.
