Dear Aberdeen City Council,

Please could you supply me with copies of all historical planning applications, their outcomes and any stipulated conditions for the Bucksburn area of Aberdeen currently home to the Rowett Research Institute.

In addition could you please supply me with any requests for a change of use of this land and any opposition submissions for these changes. Please include any council planned changes of use such as Local Development Plan/Local Plan2008 etc. (and accompanying submissions)

Could I also request copies of any ownership change documents that may be held by the council in respect of this land.

In August 2004 the Finalised Local Plan was released. This identifies
Hopecroft as an opportunity site (OP1) for 200 houses. The Rowett
itself is zoned green belt. The map can be found on our website at:

There were 146 objections to OP1 Hopecroft. All Local Plan Objections

146 objections; each objection listed can be clicked on to provide the
details of the objection.

The Rowett Institute made 6 representations to the 2004 Finalised Local
Plan. These can also be viewed on our website at:

These can be viewed by typing the reference number '1869' into the
'Letter Reference Number' and clicking search.

In August 2005 Aberdeen City Council made Proposed Changes in response
to the objections received to the Finalised Local Plan. It was agreed
at a meeting in August 2005 that the Proposed Changes be advertised and
notified to all those with a known interest. The Proposed Changes are

Here the Rowett land north of the A96 was re-zoned from 'Green Belt' to
'Existing Community Sites and Facilities' and identified as opportunity

A 6 week consultation period followed Aberdeen City Council's
publication of the Proposed Changes, during which objections were
received. No changes were made to the Rowett land as a result of these
objections.

The Finalised Local Plan and the Proposed Changes then went to a Public
Local Inquiry in 2006 which considered all unresolved objections. The
outcome of the Inquiry can be found in the Reporters' Report. The
Rowett's land holdings were considered under 3 issues:

- Issue 51 Land at Bucksburn and Dyce (Rowett Institute)
- Issue 52 Hopecroft OP1
- Issue 53 Land at Forrit Brae

The outcome of this was the Aberdeen City Local Plan which was adopted
and published in 2008. This can can be viewed on our website at:

The 2008 Local Plan allocates a 68 hectare area of land at Rowett
institute, to the north of the A96, for Existing Community Sites and
Facilities (Policy CF45) and as opportunity site OP106 Rowett Research
Institute. Appendix 2 of the Local Plan states that OP106 relates to
land “required for redevelopment of the existing research premises and
for development of a bio-life science park…with land to the east of the
existing premises to be retained in agricultural use”.

The Local Plan allocates site OP1 Hopecroft for 30 homes. This is
reduced in size from the 200 houses on 4 fields envisaged in the
Finalised Local Plan to 30 houses on 1 field. The land at Forrit Brae
remains as green belt.

During the development options stage of the emerging Local Development
Plan, the University of Aberdeen submitted details of the following two
sites at the Rowett Estate for consideration for inclusion in the Local
Development Plan:

- Rowett North - site reference 1/14

The next stage of consultation on the Local Development Plan was the
Main Issues Report which proposed these two sites listed above as
preferred options for development. The Main Issues Report can be viewed

Site 1/14 Rowett North was proposed for 1940 homes and 1/13 Rowett
South was proposed for 34.5 hectares of employment land.

Representations submitted during the Main Issues Report consultation

Representations that relate to sites 1/13 and 1/14 and the surrounding

In response to the representations received, on balance the Council
proposed to retain these sites as preferred locations for development
and these were carried forward as allocations for development in the
Local Development Plan Proposed Plan, published for consultation in
September 2010. The Proposed Plan which was approved by Council on 24th
April can be viewed on our website at:

The Proposed Plan identifies these sites as OP28 Rowett North,
allocated for 34.5 hectares employment land, and OP30 Rowett South,
allocated for 1,940 homes. In addition, site OP20, which formed part of
the Rowett South site during the Development Options and Main Issues
Report stages, is allocated separately for 30 homes having been carried
forward from the 2008 Local Plan.

Since 20th June 2011, the Proposed Plan has been subject to examination
by independent reporters and progress on the examination can be found

ACC have no record of any applications for change of use at the Rowett
Institute.

Could I also request copies of any ownership change documents that may
be held by the council in respect of this land.
ACC do not own and have not ever owned the Rowett Research Institute
and do not hold any documents relating to its ownership. Please see
Information Not Held notice.

We are unable to provide you with information on copies of any
ownership change documents that may be held by the council in respect of
this land as it is not held by the Council. In order to comply with its
obligations under the terms of section 17 of the FOISA, the Council must
issue an official notice in relation to any requests for information not
held by it. I therefore attach an Information Not Held notice.

Because the following information is already available on our website
(at the addresses indicated above) or as outlined in our publication
scheme we do not have to provide you with i. copies of all historical
planning applications, their outcomes and any stipulated conditions for
the Bucksburn area of Aberdeen currently home to the Rowett Research
Institute, or ii. any council planned changes of use such as Local
Development Plan/Local Plan 2008 etc. (and accompanying submissions) as
it is exempt from disclosure.

In order to comply with its obligations under the terms of section 16
of FOISA the Council must issue official refusal notices in relation to
any requests for which it is claiming an exemption under the FOISA. I
therefore attach a refusal notice which specifically refuses your
request under the terms of Section 25(1) (Information Otherwise
