Dear Mr Harris

Thank you for your request for information relating to planning
applications for Halloughton Road, Southwell. We have dealt with your
request under the Environmental Information Regulations 2004.

 

I can confirm that the Council holds this information. 

 

However, the request covers a very significant amount of documents held in
a number of locations. We estimate that there are in excess of 2,000
documents, each of which would need to be identified, sifted and checked
as it appears that some would attract legal professional privilege, some
would require the consent of third parties to be released and some would
contain special category data (amongst other things) and would need to be
redacted.

 

We estimate that it will take one officer approximately350 hours to carry
out the work required to comply with your request. The sheer volume of
doing this in relation to such an extremely burdensome request would place
a significant strain on resources which ought properly to be applied to
delivering services.

 

Therefore, we are refusing to provide this information under Regulation
12(4)(b) on the grounds that the request is manifestly unreasonable and to
comply would place a significant burden on the authority in terms of
expense and distraction.

 

In reaching this decision we did consider whether the public interest in
withholding this information outweighed the public interest in
disclosure. 

 

We accept that there is public interest in the transparency of the
planning process. However, we cannot extract this information without a
considerable investment in time and by diverting staff from their normal
duties. On balance, we do not feel that this is justified on this occasion
and we believe that the public interest lies in withholding the
information.

 

If you can narrow the scope of your request in some way we may be able to
provide some information, although I cannot guarantee that this will be
the case. Any refined request we receive will be treated as a new request.
