Planning application 21/03020/F | St Mary-le-Port Wine Street Bristol BS1 2AN - request for documents

The request was successful.

The Bristol Tree Forum

Dear Bristol City Council,

In the planning officer’s report to Planning Control Committee A on 15 December 2021, when they considered planning application 21/03020/F | St Mary-le-Port Wine Street Bristol BS1 2AN, there is reference to the following documents:

1. At page 45 a report from ‘BCC Ecology’.
2. At page 46 the officer quotes extensively from the report of a ’BCC Tree Officer’
3. At page 56 headed 'Trees' the officer states that 'the Applicants have prepared the AMS Heads of Terms (Applicants’ letter dated 11 October 2021).'
1) In the officer’s answers to our earlier written questions, they refer to a number of documents:
a) St Mary-le-Port, Castle Park, Bristol: Photogrammetric Survey & Interpretation (Wessex Archaeology, December 2017)
b) St Mary Le Port, Castle Park, Bristol: Condition Summary, Schedule and Specification of Proposed Works to Ruins (Wild Conservation, 18 November 2016)
c) The BCC Ecology response to the Scoping Opinion (see email from Dr Nicholas Michael dated, 30 November 2020).

As far as we can ascertain, none of these documents have been published on the Council's Planning Portal.

Please provide copies of these documents.

Yours faithfully,
Mark CD Ashdown

Thank you for your update. On 26 May, you wrote "The service area involved have informed me that they intend to have the requested information available for disclosure by the end of the day tomorrow, so I will provide you with my finalised internal review once I have received this. " It is now June and still nothing has been received.

If these documents are not provided by close of business on 6 June, then we will have no option but to take the matter to the ICO as well as lodging a complaint with the Council.

We hope this will not become necessary.

organise for a workaround for the larger file.

The Bristol Tree Forum

Dear Bristol City Council,

Thank you for your latest message. What do you mean by 'I have now escalated this matter'?

In the meantime, we have waited long enough and feel we have no option but to request an Internal Review in the light of these unacceptable delays. Please pass this on to the person who conducts Freedom of Information reviews.

We are writing to request an internal review of Bristol City Council's handling of our FOI request 'Planning application 21/03020/F | St Mary-le-Port Wine Street Bristol BS1 2AN - request for documents'.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/p...

Yours faithfully,

The Bristol Tree Forum

Bristol City Council

Dear Mr Ashdown,

The council has already provided an internal review into the handling of
this case, and will therefore be unable to conduct another. However, as
previously mentioned this case has been escalated to management to source
the requested information, which is now available and has been provided
below.

 1. The date of the document 'SMLP Tree Officer comments 21.03020.F
(002).pdf'. It is undated.

22 September 2021.

 1. Were these documents published on the planning portal page for
planning application 21/03020/F | St Mary-le-Port Wine Street Bristol
BS1 2AN?

No they were not.  As usual they were incorporated into the Officer's
report to Committee.

I apologise for the delays associated with this request.

Regards,

Bristol City Council
