Dear Turner, Julie,

a) The rates were derived from a combination of things including CECA rates which are
publicly available. Under Section 21 of the Freedom of Information Act we do not have to
provide these rates to you as they are already available to you by other means.

what other things?
I know you're not using the NSoRC. I've asked why not, to get the exchanges with insurers you've written about.

Yours sincerely,
