The Places for Everyone Joint Development Plan Policy JP-C7 Freight and Logistics Criterion 5 states;
‘Enabling the provision of overnight parking and rest areas, with appropriate facilities, for heavy goods vehicle drivers, where there is likely to be a demand, and it is appropriate to the location’.
With respect to this policy, please can you confirm the following
1) who is responsible for meeting this requirement, is it the Council or is it the businesses in the locality?
2) Does this apply to new developments or does it apply to the whole freight and logistics infrastructure in the borough, ie Trafford Park, Carrington and Broadheath?
3) What is considered to be appropriate facilities and who is responsible for the maintenance of such facilities?

1. Who is responsible for meeting this requirement, is it the Council or
is it the businesses in the locality?
The responsibility of meeting this requirement will likely be a
combination of efforts from each of the PfE authorities (either in
collaboration or independently), alongside the private sector. The private
sector, specifically the freight and logistics industry are most likely to
meet this requirement through planning applications for new development.
PfE authorities may decide to meet the criteria through the provision/
designation of overnight parking and rest areas in their respective Local
Plans and/or master planning activities to address the demands of the
whole/ wider freight and logistics industry in their boroughs.
2. Does this apply to new developments or does it apply to the whole
freight and logistics infrastructure in the borough, i.e. Trafford
Park, Carrington and Broadheath?
As set above, the criterion can apply to both new developments as well as
to the wider freight and logistics industry. For Trafford, the latter
could encompass locations such as Trafford Park, Carrington and
Broadheath.
3. What is considered to the be appropriate facilities and who is
responsible for the maintenance of such facilities?
Appropriate facilities will be judged on a case-by-case basis through the
consideration of planning applications and/or through the preparation of
Local Plans and/or masterplanning activities; however, they could include
toilets and showers, truck service and fuelling station and/or
restaurant(s). The responsibility for the maintenance of such facilities
would lie with the facility operator.

The [1]Greater Manchester Freight and Logistics Transport Strategy, sets
out Greater Manchester’s strategic approach to safe, sustainable and
efficient freight and logistics services which continue to support Greater
Manchester’s economy. It describes the work of TfGM, local councils,
freight companies and other organisations. This strategy and its
principles formed part of the development of PfE policy JP-C7. Further
baseline information and Issues around freight and logistics will be
further explored as part of each districts Local Plan and/or required in
masterplans.
In terms of the location and the type of facilities for heavy goods
vehicle drivers in Trafford, the Council does not have a list of this
information that we can provide.
2. Who will be responsible for monitoring adherence to JP-C7 Criterion 5?
Monitoring in relation to JP-C7 (criterion 5) will be down to individual
planning authorities. This could be published as part of the Authority
Monitoring Report / Infrastructure Funding Statement / Annual section 106
monitoring report.
