PISA 2018 data

Dear Department of Education (Northern Ireland),

I saw your recent PISA 2018 report here: https://www.education-ni.gov.uk/sites/de...
And noted the following paragraph on page 196:

“As the figures did not fully meet the PISA 2018 participation requirements, a nonresponse bias analysis was required to examine whether the final set of participating schools were representative of the overall sample of schools and ensure that no significant differences were found between the balance of stratification variables in the achieved sample and the original, planned sample. The OECD required a NRBA for England because England represents 84% of the UK weighted sample (Scotland 8%; Wales 5%; Northern Ireland 3%). As the response rate for NI was also below the OECD’s requirements a further NRBA was carried out for NI, although not required by OECD. The results of both NRBAs were positive meaning that the samples for UK and NI were representative and not biased. The OECD’s Technical Advisory Group examined the analyses and was satisfied that it demonstrated that no notable bias would result from the non-response.”

I would like to request the following additional information:
• Please could you supply me with a copy of the non-response bias analysis that was produced?
• Could you please inform me whether the non-response bias analysis was sent to the OECD?
• Could you please advise who judged that the sample for Northern Ireland specifically was “representative and not biased”? And could you clearly state what criteria were used to reach this judgement?
