Thank you for your request for information, which was received on 2 March
2020. You requested “science, math, and reading scores, with standard
deviations and sample sizes, broken down by fine ethnicity (e.g.,
"Black-Caribbean," not just "Black") for the 2003 PISA.”

I have dealt with your request under the Freedom of Information Act 2000.

Following a search of the Department’s paper and electronic records, I
have established that the information required to fulfil your request
(data from PISA 2003 matched to the National Pupil Database) is not held
by the Department.

If you have any queries about this letter, please contact me. Please
remember to quote the reference number above in any future communications.

If you are unhappy with the way your request has been handled, you should
make a complaint to the Department by writing to me within two calendar
months of the date of this letter.  Your complaint will be considered by
an independent review panel, which were not involved in the original
consideration of your request.

Department, you may then contact the Information Commissioner’s Office

Could you please clarify if the Department or if another department has data on 2003 PISA scores by any ethnic division? Perhaps, for example, it does not have scores by fine ethnic groups ("Indian), but it does have these by broad ethnic group ("Asian")? The department previously provided, to another requestor, PISA scores by ethnic group for 2009. Could you clarify, also, when the Department first began to have this data available, so I can note this in my records.

I have dealt with your request under the Freedom of Information Act 2000.

The Department does not hold data on PISA 2003 by any measure of
ethnicity, nor to we hold data which would allow us to calculate any
breakdown of PISA 2003 results by ethnicity. We are also not aware of any
other Department which holds this data.

The earliest PISA data that we hold is PISA 2006. This data is matched to
the National Pupil Database, which is where the data on ethnicity comes
from
