PIP application by non-speaker

The request was refused by Department for Work and Pensions.

Dear Department for Work and Pensions,
I am a non speaker and non-writer who needs to apply for PIP (having spent almost 20 years on DLA) with no sign at all of being asked to apply and my health deteriorating - I have decided to "jump the gun" and apply myself.
I understand that there is a method of applying on-line - however this is limited to the first 10,000 applicants per week - how do I ensure that I get on this list ?
The advice is to phone for the PIP1 form - but this is clearly impossible for me
